Harbin Engineering University originated from the Military Engineering College (Harbin Military Industry) founded in 1953. General Chen was the first dean, and Chairman Mao Zedong awarded the "Training Speech" to the college. In 1959, it was designated as a national key university by the Central Committee of the Communist Party of China. In 1966, it withdrew from the military and was renamed Harbin Institute of Engineering. In 1970, Harbin Shipbuilding Engineering Institute (Harbin Shipbuilding Institute) was established on the site of Harbin Military Industry with the Military Engineering Department as the main body. In 1978, it was designated as a national key university by the State Council. In 1994, it was renamed Harbin Engineering University (Harbin Engineering). The school has successively been under the jurisdiction of the Sixth Ministry of Machinery Industry, China Shipbuilding Industry Corporation, and the National Defense Science and Technology Commission, and is now under the jurisdiction of the Ministry of Industry and Information Technology. In 2007, it became a jointly built university by the National Defense Science and Technology Commission, the Ministry of Education, the People's Government of Heilongjiang Province, and others.
