Eight Major Plans for the Development of LED Lighting

Recently, a notice was issued regarding the issuance of the "12th Five Year Plan" for the development of energy conservation and environmental protection industries. The Plan outlines eight key projects in the field of energy conservation and environmental protection, including the industrialization of major energy-saving technologies and equipment, the construction of seawater desalination industry bases, and the cultivation of energy-saving and environmental protection service industries. The Plan predicts that by 2015, the total output value of the energy-saving and environmental protection industry will reach 4.5 trillion yuan. This includes gradually promoting semiconductor lighting products. By 2015, the output value of general lighting products will reach around 20%, LCD backlight sources will reach over 70%, landscape decoration products will reach over 80%, and the output value of semiconductor lighting industry will reach 450 billion yuan, saving 60 billion kilowatt hours of electricity annually, forming a competitive semiconductor lighting industry.

(1) Major energy-saving technology and equipment industrialization projects.

By focusing on key areas such as boilers, kilns, motor systems, and waste heat and pressure utilization that have a wide range of applications and great energy-saving potential, 10-15 manufacturing bases featuring combustion and heat exchange technologies will be formed through major technology and equipment industrialization demonstrations and large-scale applications, such as large fluidized bed boilers, pulverized coal gasification, regenerative combustion, and heat exchangers; 15-20 industrialization bases for rare earth permanent magnet coreless motors, high-voltage variable frequency control, reactive power compensation motors and their control systems; 5-10 manufacturing bases for waste heat and energy utilization equipment, including low-grade waste heat power generation and utilization of low to medium concentration coalbed methane. By 2015, energy-saving technologies and equipment will increase from less than 5% to around 30%, with an output value of 500 billion yuan.

(2) Industrialization and Application Engineering of Semiconductor Lighting.

Integrate existing resources, improve industrial concentration, and achieve industrialization of semiconductor lighting technology and equipment. Cultivate 10-15 companies that master core technologies and possess significant independent intellectual property rights; Key production equipment and important raw materials will be localized, application products will reach the highest level, advanced testing platforms will be established, and a number of emerging semiconductor lighting industry clusters with complete industrial chains, strong innovation capabilities, and distinctive characteristics will be built. (3) Demonstration project of "urban mineral resources".

Build 50 national 'urban mineral' demonstration bases, support the industrialization of recycling systems, resource recycling, pollution control facilities, and service platforms, and promote the recycling, large-scale utilization, and high-value utilization of waste mechanical and electrical equipment, wires and cables, household appliances, automobiles, lead-acid batteries, plastics, rubber, and other renewable resources. By 2015, a resource recycling capacity of 25 million tons will be formed, including 2 million tons of recycled copper, 2.5 million tons of recycled aluminum, over 10 million tons of scrap steel, and 10 tons of gold, achieving an output value of 430 billion yuan.

(4) Industrial waste resource utilization project.

Focusing on the recycling and utilization of associated mineral resources, the sorting and recovery of rare metals in tailings, and the high-value utilization of large amounts of bulk solid waste, we will promote the construction of comprehensive resource utilization bases, encourage industrial agglomeration, and form a development pattern based on demonstration bases. Focusing on iron ore, copper ore, gold ore, vanadium ore, lead-zinc ore, and tungsten ore, we will promote the comprehensive utilization of associated mineral resources and tailings; Promote the recycling of construction waste and road asphalt. By 2015, the comprehensive utilization capacity of solid waste will increase by about 400 million tons, with an output value of 150 billion yuan.

(5) Industrialization project of remanufacturing.

Support the remanufacturing of automotive parts, engineering machinery, machine tools, etc., improve the recycling system for remanufacturable old parts, and focus on supporting the establishment of 5-10 remanufacturing industry clusters and a number of major demonstration projects. By 2015, we aim to achieve the remanufacturing of 800000 engines, 8 million components such as gearboxes, starters, and generators, and 200000 sets of construction machinery, mining machinery, and agricultural machinery. The output value of the remanufacturing industry will reach 50 billion yuan.

(6) Construction project of seawater desalination industry base.

Cultivate a seawater desalination industry base that integrates research and development, incubation, production, integration, inspection and testing, and engineering technology services, with the participation of engineering design and equipment manufacturing enterprises, research units, universities, and related raw material production enterprises. By 2015, 2-3 seawater desalination industrialization bases will be established, with advanced research and manufacturing capabilities in key technologies, equipment, and related materials. The seawater desalination capacity will reach 2.2-2.6 million tons/day, and the output value of seawater desalination and related industries will be 50 billion yuan.

(7) Energy saving and environmental protection service industry cultivation project.

We will vigorously promote contract energy management and strive to develop more than 2000 specialized energy-saving service companies by 2015, including about 20 energy-saving service companies with an annual output value exceeding 1 billion yuan. The total output value of the energy-saving service industry will exceed 300 billion yuan, and the cumulative energy-saving capacity will reach 60 million tons of standard coal. Establish an environmental protection service system. Actively cultivate general contracting companies with the ability to provide one-stop services including system design, complete equipment sets, engineering construction, commissioning, operation, and maintenance management, vigorously promote the professional and socialized operation of environmental protection facilities, and support environmental consulting service enterprises. By 2015, the output value of the environmental protection service industry exceeded 500 billion yuan, with over 50 enterprises having an annual output value exceeding 1 billion yuan. The proportion of specialized and socialized services in urban sewage and garbage treatment, as well as flue gas desulfurization and denitrification in the power industry, has significantly increased throughout the industry.

(8) Major environmental protection technology equipment and product industrialization demonstration project.

Promote the industrialization of core technologies such as heavy metal pollution prevention and control, sludge treatment and disposal, volatile organic compound control, and clean production in livestock and poultry breeding; Key demonstration advanced technology equipment such as membrane bioreactor (MBR), waste incineration and flue gas treatment, flue gas desulfurization and denitrification, as well as major clean production technology equipment in energy, agriculture and other industries; Promote advanced treatment equipment for nitrogen and phosphorus removal in urban domestic sewage, flue gas denitrification technology equipment for coal-fired power plants of 300 MW and above, flue gas desulfurization and bag or electric bag composite dust removal equipment for coal-fired power plants of 600 MW and above, and major equipment such as garbage incinerators. We have intellectual property rights related to the production of pollution control materials such as high-performance membranes, nanoscale titanium dioxide carriers for denitrification catalysts, and filter media. By 2015, the output value of environmental protection equipment will exceed 500 billion yuan, the output value of environmental protection materials will exceed 100 billion yuan, and the industrialization of key environmental protection materials will be basically achieved, forming 5-10 environmental protection industry clusters and 10-15 environmental protection technology and equipment industrialization bases.
