Chapter 1 General Provisions. There are a total of 10 articles that stipulate the legislative purpose, basis, scope of application, and basic principles, clarify the division of responsibilities between the government and departments, encourage the development and application of advanced technology, promote information sharing and intelligent supervision, regulate citizens' rights and obligations, and strengthen publicity and education.
Chapter 2: Standards and Plans for Noise Pollution Prevention and Control. There are a total of 5 regulations on the prevention and control of noise pollution sources, including the formulation of local emission standards, improvement of acoustic environment quality, zoning of acoustic environment functions and the concentration of sensitive buildings, zoning control, planning and layout, and construction layout.
Chapter 3 Supervision and Management of Noise Pollution Prevention and Control. There are a total of 10 articles that provide clear regulations on key aspects such as monitoring system, commissioned monitoring, environmental impact assessment and "three simultaneities", source control and supervision, sound insulation of noise sensitive buildings, public disclosure of noise information for new housing, elimination and updating of process equipment, complaint reporting, construction of quiet areas, and green protection examination.
Chapter 4: Prevention and Control of Industrial Noise Pollution. There are three specific requirements for industrial enterprise site selection, prevention and control of industrial noise pollution, management of pollutant discharge permits, and supervision of key polluting units.
Chapter 5 Prevention and Control of Construction Noise Pollution. There are a total of 5 articles that clarify the responsibilities of relevant parties in construction, the requirements for construction around noise sensitive building concentration areas, automatic monitoring and intelligent supervision of construction noise, continuous construction situations, continuous construction approval, and information disclosure.
Chapter 6 Prevention and Control of Transportation Noise Pollution. There are a total of 9 requirements for noise prevention and control in the construction and operation of transportation facilities, noise prevention and control in newly built traffic arteries, construction of noise sensitive buildings around existing traffic arteries, noise pollution control in traffic arteries, relevant regulations on motor vehicle prohibition, ship noise supervision, road traffic maintenance, airport noise control, and urban low altitude noise control.
Chapter 7 Prevention and Control of Noise Pollution in Social Life. There are a total of 8 articles regarding noise source equipment, commercial operations, indoor activities, and indoor decorationurban constructionMake regulations on management services, management of mixed use commercial and residential buildings, and social governance.
Chapter 8 Legal Liability. There are three articles in total, which have been refined based on the higher-level law and combined with the actual situation in Yunnan to clarify the relevant legal responsibilities.
Chapter 9 Supplementary Provisions. There are 2 articles in total, clarifying the implementation time of the "Regulations (Draft)" and explaining the definitions of relevant terms in the methods.
