Environmental protection and monitoring have become important tasks for protecting the ecological environment, rational utilization of environmental resources, development of low-carbon economy, reduction of pollutant emissions, and achieving sustainable development. Government departments at all levels have increasingly attached importance to environmental protection. Due to the scattered distribution of pollution sources, the inability to monitor pollution in real time leading to inadequate supervision, and the inability to detect environmental safety hazards in a timely manner, it is urgently necessary to build a networked environmental video monitoring system that can centrally monitor the audio, video, environmental, and monitoring equipment operating parameters of various dispersed pollution points in real-time 24 hours a day to ensure effective implementation of target responsibilities.
  
Since the reform and opening up, Chinese city governments have improved their energy structure, increased the use of clean energy, promoted centralized heating, strengthened industrial restructuring, relocated polluting enterprises, and pollution control measures. They have also strengthened measures to prevent and control air pollution, such as controlling motor vehicle exhaust and dust pollution. Despite the sustained rapid growth of urban economy and the acceleration of urbanization, the air quality in some cities has still deteriorated severely.
  
In key river basins, water bodies, and drinking water sources, we will strengthen the adjustment of urban industrial structure, relocation of polluting enterprises, and treatment of enterprise sewage discharge, enhance the comprehensive improvement of urban river environment, further improve the water quality of water source protection areas, and ensure the environmental quality and safety of drinking water sources.
  
In order to better understand the pollution and water discharge of the monitoring factory, and to monitor and understand the factory's sewage pipelines in real time, the Environmental Monitoring Center has developed environmental video surveillance. The environmental protection digital monitoring system fully considers the current network environment of the Environmental Protection Bureau, adopts an IP network-based video monitoring system, sets up a monitoring center and storage data center in the Environmental Protection Bureau, and realizes the display function of the TV wall. The front-end camera is connected through IP The network is transmitted to the monitoring center of the Environmental Protection Bureau, and then the digital signal is converted into an analog signal display and uploaded to the TV wall through the video decoder. The powerful digital matrix function in the network digital centralized monitoring management software switches the video image of each channel in the front end to the TV wall for display, or automatically switches the image on the road to the TV wall after the linkage event. The video signal of each sub control point, such as calling, amplifying, capturing, video recording, and electronic map calling, can be directly connected to the master control server of the computer room through the Internet, and the audio and video data can be transmitted to the management control points at all levels through the IP network.
  
Use wireless network to transmit wireless data to mobile terminals, and let leaders monitor and control the front-end area through the Internet at any time during business trips, monitor the actual actions of pollution sources, achieve voice dual control, video real-time monitoring anytime, anywhere, and master the real-time situation of key areas. Conduct a comprehensive inspection of the testing area, implement strict real-time monitoring of key areas, provide timely work guidance to the testing site, and provide timely and stable guarantees for radiation environment management such as emergency response to radiation accidents, anti nuclear terrorism, and law enforcement supervision of radiation pollution prevention and control. Improve the overall work efficiency of the Environmental Protection Bureau, truly achieve efficiency, effective control, timely evidence collection, deterrence and strike, safety guidance and other system main functions, while effectively reducing the workload of the Environmental Protection Bureau in practice.
