Smart CityOnline Exhibition Report】The countdown to the opening of the 9th Digital China Construction Summit has entered its final month. Recently, the preparatory teams of Fujian Province and Fuzhou City officially launched centralized office work at the Strait International Convention and Exhibition Center. The elite forces from relevant functional departments and backbone enterprises of the province and city have fully gathered, marking the transition of the summit preparation work from "dispersed promotion" to a "tough sprint" stage. As the annual top-level event in the field of digital China construction, this summit will be held in Fuzhou from April 29th to 30th, with the theme of "Accelerating the Innovation and Development of Digital Intelligence Technology and Deepening the Construction of Digital China". This digital event, jointly hosted by the National Development and Reform Commission, the National Data Administration, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, and the People's Government of Fujian Province, is entering the final stage of implementation with "hourly level" collaborative efficiency.
It is worth noting that this summit has demonstrated significant institutional innovation in its organizational approach. The person in charge of the Fuzhou Preparatory Special Team Comprehensive Coordination Group introduced that through centralized office work and flat management, the special team has achieved zero time difference sharing of information and zero distance handling of problems. The coordination of cross departmental plans has been accelerated from the past "three-day circulation" to the current "one hour finalization". The work mode of on-site map display and table cancellation has enabled various preparatory tasks to be implemented and effective as quickly as possible. This breakthrough not only provides a solid organizational guarantee for the high-quality hosting of the summit, but also reflects the substantial improvement of cross departmental collaboration capabilities in digital government construction, which is itself an on-site inspection of the achievements of digital China construction.
From the perspective of content setting, this summit has released multiple signals that have guiding significance for the smart city industry. Firstly, the data annotation industry is moving from behind the scenes to the forefront. On the basis of consolidating and improving 11 tracks such as low altitude economy and data application, the Summit Innovation Competition has added three tracks: data annotation, aerospace information, and digital health. Based on the previous deployment of seven pilot cities for data annotation by the National Data Bureau, namely Chengdu, Shenyang, Hefei, Changsha, Haikou, Baoding, and Datong, and the issuance of implementation opinions for high-quality industrial development, it can be seen that data annotation, as a fundamental link in the artificial intelligence industry chain, is entering a development window period under the dual focus of policies and markets.
Secondly, the landing path of artificial intelligence is shifting from concept display to scenario driven. The on-site experience area of this summit has added a "Artificial Intelligence" section, covering the three elements of computing power, algorithms, and data, as well as the entire industry application process. The Digital Fujian Experience Zone has screened 50 typical application scenarios such as digital cultural tourism and unmanned delivery vehicles. Outside the venue, it has also sorted out 70 observable and dockable experience points such as intelligent breeding, intelligent factories, and intelligent quality inspection. From the exhibition booth to the actual site, from demonstration to observation and docking, this change clearly indicates that the landing logic of empowering thousands of industries with artificial intelligence is shifting from "what technology" to "what problem".
The third major signal is that the dominant force in the industrial ecosystem is shifting from government led to enterprise led. Among the more than 50 events at this summit, the proportion of corporate hosts exceeded 55%, the proportion of corporate guest speakers exceeded 65%, and the proportion of corporate representative guests attending was close to 75%. More noteworthy is that for the first time, the summit was hosted by private enterprises such as Huawei and Ant Group as sub forums, and the innovation competition track was 100% organized and executed by innovation entities, including 9 by enterprises and 5 by research institutions. The summit also innovatively established an "industry docking cabin" to directly connect innovative achievements with market demand, and established a mechanism for directly docking and landing award-winning projects to facilitate rapid transformation of achievements. Fujian will also hold a capital docking conference for industries such as digital intelligence, and has collected over 400 digital economy projects worth over 200 billion yuan. These changes collectively point to a trend: the ecosystem of digital China construction is shifting from policy driven to market driven, and from government led to diverse governance.
The fourth noteworthy signal is that high-quality datasets are moving from the construction phase to the circulation and value release phase. The National Data Administration previously disclosed that by the end of 2025, more than 100000 high-quality datasets had been built nationwide, with a total volume of over 890PB. The daily average token call volume had exceeded 140 trillion, with a growth rate of over 40% in three months. At this summit, 12 ministries and commissions will release more than 30 important policies, reports, and standards for the construction of Digital China, and technical solutions related to data infrastructure, data circulation and trading, data product evaluation, and other fields will also be showcased. This means that the construction of high-quality datasets has begun to take shape, and the next focus will be on improving the circulation mechanism and unleashing the potential value.
From the high-quality dataset and data annotation industry deployment released by the National Data Bureau in March, to the concentrated presentation of the summit results, technology release, and ecological construction, and to the provincial and municipal special teams entering the sprint with "hourly level" collaboration, a clear thread is emerging: the construction of Digital China is accelerating from top-level design to scenario implementation, from policy guidance to ecological self drive. For the smart city industry, this upcoming event in Fuzhou is not only a window to observe the deep integration of digital technology and urban governance, but also a platform to seek cooperation opportunities and connect industrial resources. As the summit enters its final countdown, more details and achievements deserve continued attention. It is worth mentioning that during the summit period until the May Day holiday, free rides will be provided on the Fuzhou subway and city buses, making it convenient for citizens and attendees to experience the urban pulse brought by this digital event.
